cause the wheels to be opened and closed at the commencement
and termination of each drawing, in their presence, and have
the wheels carefully locked up and under their care till the next
drawing.

SEC. S. And be it enacted, That said commissioners in regu-
lating the days of drawing, and number of tickets to be drawn
at each drawing, shall act with just regard to the representation
of the managers, and grant all indulgencies required by them,
provided that the drawing of every lottery shall be finished in
six months from the day fixed for the commencement of the
drawing.

Not to be
concerned
in any lot-
tery, &c.

SEC. 9. And be it enacted, That said commissioners shall
not be concerned directly or indirectly in any lottery scheme,
nor shall he purchase, own, or be interested, in whole or in
part, in any lottery ticket in any lottery in this state, under the
penalty of five thousand dollars for each and every offence, to
be recovered by action of debt in Baltimore city court, in the
name of the state, one-half thereof to belong to the informer,
the other half to the state of Maryland.

SEC. 10. And be it enacted, That in all cases where the
managers are authorized by law to raise a sum of money by
drawing more lotteries than one, and the managers shall pro-
pose a scheme of a lottery purporting to raise a less sum of
money than they are thus authorized to do, the said managers
shall not have a right to propose and draw any other lottery
until all other lotteries authorized by law shall have had an
opportunity to be drawn.

Tickets not
to be
divided
without
permission
of managers

SEC. 11. And be it enacted, That no person shall be autho-
rized or permitted to divide tickets, and sell shares thereof,
without permission of the managers, and having the said shares
signed by authority of the managers as whole tickets are
signed, and surrendering to the managers the whole ticket so
divided into shares, to be cancelled and destroyed; and any
person who shall sell shares of tickets contrary to this act, shall
forfeit and pay the sum of five hundred dollars for each and
every offence, to be recovered by action of debt in Baltimore
city court, in the name of the state, one-half thereof to the in-

nothing herein contained shall be construed to prevent the
appointment of any manager of any lottery now authorized, as
lottery commissioner.

SEC. 12. And be it enacted, That before the said commis-
sioners, or any of them, shall proceed to act under and by
virtue of this Jaw, he shall take an oath before some justice of
the peace of Baltimore county, well and faithfully, without
favour, partiality or prejudice, to perform the duties required
