sioners, and as is herein provided, in the same order as the
commissioners shall so have classed them, except those herein
before excepted ; and if the managers of the lottery so first
entitled to be drawn in point of time, shall not within two
months thereafter present to said commissioners a scheme of
said lottery, for their approval, the right of said managers to
draw said lottery shall be wholly forfeited, and they shall not
be permitted or allowed to proceed in the execution of the law-
authorizing such lottery; and if after any such scheme shall
have been presented and approved by said commissioners, the
said managers shall not require said commissioners to proceed
to draw the same within four months thereafter, the right to
draw said lottery shall in like manner be wholly forfeited, and
the managers shall return the money, on demand, to those who
have purchased tickets; and upon such forfeiture of right to
draw any such lottery in either of the above cases, the commis-
sioners shall forthwith give notice in two or more newspapers
printed in Baltimore to the managers of the next lottery enti-
tled to be drawn, and if the managers of such next lottery shall
omit to present a scheme, or proceed to draw as is herein before
stated, the like forfeiture of right shall take place, and the said
commissioners shall then notify as aforesaid the managers of
the next lottery entitled to draw, and in succession the mana-
gers of each succeeding lottery, in the order in which they are
entitled to draw, until all the lotteries aforesaid, authorized by
law to be drawn, shall either be forfeited in the manner herein
before provided for, or shall have been drawn.

 

SEC. 7. And be it enacted, That so soon as the managers of
any lottery approved as aforesaid, shall notify the commissioners
that they are ready with the numbers, prizes and blanks, it
shall be the duty of the commissioners to appoint a time at
their office, or some other suitable place, to examine all said
numbers, blanks and prizes, and to superintend the preparing
of the same, and putting them into the wheels, and after the
commencement of preparing the said numbers, blanks and
prizes, until the completion of the drawing, the said commis-
sioners shall have the care, possession and custody, of said
wheels, and use such precautions in keeping said wheels as
they shall deem necessary, so as to avoid mistakes or improper
practices with respect to the same; and whenever the managers
shall notify said commissioners that they are ready and desirous
to commence the drawing of any lottery, the commissioners
shall prescribe the days and hours of drawing, and the number
of tickets to be drawn each day of drawing ; shall attend con-
stantly said drawings, except in the cases herein before provided
for, and call the numbers, blanks and prizes, as drawn, or cause
the same to be done under their inspection and direction ; shall
