SEC. 11. And be it enacted, That the commissioners of
Howard district, be, and they are hereby authorized and em-
powered to levy annually on the assessable property of said
district, a sum of money sufficient to pay annually unto each
person residing in said district, who hitherto received from
Anne Arundel county a pension by county assessment, the
same sum he or she may so have received from Anne Arundel
county, and to pay the same over to such person, or the trustee
of such person.

SEC. 12. And be it enacted. That for the purpose of adminis-
tering justice and providing for the peculiar wants and neces-
sities in civil and police matters of the people of the said dis-
trict, there shall be appointed therein and therefor, three
judges of the orphans court, justices of the peace, trustees and
other officers connected with primary schools, all of whom
shall be appointed in the same manner in which such officers
are now appointed in Anne Arundel county ; and such officers
and authorities, together with such others as are mentioned,
provided for or established in this act, and the act of eighteen
hundred and thirty-eight, chapter twenty-two, shall have and
exercise exclusive jurisdiction within the said district, and
over the inhabitants thereof, in the same manner and to the
same extent as any of the aforesaid authorities or officers in
Anne Arundel county now may or can have or exercise within
their respective jurisdictions, subject however to such altera-
tions or additions as may be imposed upon any of said authori-
ties or officers.

SEC. 13. And be it enacted, That from and after the passage
of this act, the members of the present board of commissioners
of Anne Arundel county, who reside within the limits of
Howard district, shall cease to be members of this board, ex-
cept for the purpose of adjusting and settling the liabilities of
the county up to the time of the passage of this act ; and there-
after the said board of commissioners of Anne Arundel county
shall consist of five members, residents of the several election
districts in said count}', without the limits of Howard district,
who shall have and exercise over the portion of Anne Arundel
county without the limits of said Howard district, all and sin-
gular the powers, privileges and duties now vested in, or re-
quired of the commissioners of Anne Arundel county.

SEC. 14. And be it enacted, That the tax now levied on
Anne Arundel county, for the purpose of colonization, shall
hereafter be apportioned, so that two-fifths thereof shall be
paid by Howard district, and three-fifths by the rest of Anne
Arundel county.
