discharge the duties of his office, who shall make record of all
their proceedings of said managers, file and preserve all ae-
counts examined and passed, file all reports made to them, pre-
pare and attest all orders on the treasurer, and do and perform
all other acts and duties, lawfully appertaining to his office,
and upon resignation or removal, shall deliver up to his suc-
cessor, all books, papers and documents, entrusted to his keep-
ing, and failing to discharge any of these duties, the said clerk

SEC. 23. And be it enacted. That the said managers shall,
each acting in his respective district, examine all teachers, and
dismiss any intemperate, cruel, negligent, or immoral teachers,
at the end of any month, adopt and cause to he put up in every
school-house, a general system of rules and regulations, direct
what books shall be used, and what branches shall he taught,
visit every school at least once a year, suspend or dismiss all
pupils found guilty of incorrigibly bad conduct, establish pri-
mary schools for female white children exclusively, where the
same shall be requested or recommended by the trustees of any
sub-district, exercise a general supervision and endeavour to
promote the full, equal and useful instruction of the youth of
said county.

SEC. 24. And be it enacted, That the said managers, each
acting for his respective district, shall draw and pay over to
the said trustees for distribution, all moneys coming or pro-
perly belonging to his said district, and payment shall be made
in all cases, by an order or draft, upon the treasurer of the
school fund of Montgomery county, signed by said manager.

SEC. 25. And be it enacted, That no commissioner, mana-
ger, trustee, or clerk, during his continuance in office, shall be
a teacher or contractor for building a school-house, or do any
other work ahout the same, for which he shall charge com-
pensation.

SEC. 26. And be it enacted, That if the whole, or any por-
tion of the moneys due, or apportioned to any district, shall
not be applied, in consequence of the temporary suspension of
any school, or from any other cause, such moneys shall remain
in the hands of the treasurer of the school fund of Montgo-
mery county, or having been drawn by a manager on the

for the benefit of the school, or schools, for which it was ori-
ginally apportioned, or drawn, as aforesaid.
