SCHOOLS.

vole in every school district as a resident taxable inhabitant ;
Provided, that in case of personal property, it shall not have
been removed into any such school district within one month
next preceding such election ; And provided, that the mere
hiring of servants out of the school district in which the
owners shall not reside, shall not entitle such owners to vote
in the district in which such servants may be hired out ; And
provided, that nothing herein contained shall exclude any quali-
fied voter from the exercise of his suffrage, who shall at any
period, bona fide remove into any school district, and that all
white male inhabitants, subject in any manner to taxation, or
contribution for the support of primary schools in said county,
shall be deemed legal voters, qualified and entitled to vote at
any district or other school meeting.

Provisos.

SEC. 5. And be it enacted, That it shall be the duty of the
trustees in each of the school districts in Kent county, to make
an annual report, in the month of October, in each year, to the
clerk of said county court, in which they shall set forth the
number of children taught in the said district school, and the
manner in which the money received by the said trustees, for
the support of primary schools, may have been expended, and
it shall be the duty of the clerk of said county court to publish
in some newspaper, printed in the county, an abstract account

in said county, and also the amount of money received by him
for the support of said schools, and of the manner in which
he has apportioned the same, and to whom apportioned and
paid over.

SEC. 6. And be it enacted, That so soon as the trustees of
any primary school district, in said county, shall have organized
and opened their said district school for the reception and tui-
tion of scholars, they shall give public notice thereof by adver-
tisement, set up in at least two of the most public places in said
school district, and that all white persons residents in said
county, who may choose to send their children or any orphan
white child, who may reside in said county, being under their
care, shall be permitted to do so, and have them taught gratis,
which terms shall be stated in said notice.

SEC. 7. And be it enacted, That the trustees of any primary
school district, in Kent county, may agree with any owner or
owners of any land which may or shall be fixed upon as a site
