the colonel, lieutenant-colonel, and major of each regiment, to
be elected by the commissioned officers of the several companies
of each regiment respectively; the brigadier-general by the field
officers and commissioned officers of the companies; and the
company officers by the companies respectively ; and none but
Members of the Baltimore City Guards shall be eligible as offi-
cers, except for brigadier-general,

SEC. 4- And be it enacted, That the brigadier* general shall
have power to appoint a brigade major aijd inspector, and such
aids as to him may seem proper ; that the colonel of each regi-
ment shall have power to appoint an adjutant, a quarter-master,
A paymaster, a surgeon and mate, a sergeant- major, a quarter-
master's sergeant, and a paymaster's sergeant ; and each com-
pany shall have power to appoint a quarter-master, and a quar-
ter-master's sergeant, and to make such by-laws for their own
government as they may deem proper, not repugnant to the pro-
visions of this act, or to the laws made by the brigade council,
according to the seventh section of this act.

SEC. 6f And be it enacted, That the governor and council
shall issue commissions to the present officers of the Baltimore
City Guards, and to such as may hereafter be elected or ap-
pojnted, as herein before provided.

SEC. 6. And be it enacted. That there shall be one brigade
parade of the Baltimore City Guards, and no more, in each
year, for inspection, on such day as may be appointed by the
brigadier-general.

Spc. 7- And be it enacted, That there shall be a brigade
council of the Baltimore City Guards, composed of the field
officers of the brigade, and three delegates, to be elected annu-
ally in the month of April, from each company, one of whom
shall be a commissioned officer, two-thirds of whom shall form
a quorum for the transaction of any business ; which council
shall have power to provide for the regulation, discipline and
government of the brigade, in all matters not provided for by
this act; for the imposition of fines and punishments, and the
mode and manner of imposing the same, for the breaches of the
laws made by said council ; and said council may be convened
ati any time by order of the brigadier-general, who shall be cx-
officio president thereof.

SEC. 8. And be it enacted, That for offences against the laws
of the brigade, by any commissioned officer thereof, and upon
charges of improper conduct of any kind preferred by any
member of the brigade against any commissioned officer thereof,
such officer shall be tried by the brigade council, and punished
therefor in such manner as may be provided by said laws ;
Provided nevertheless, that to cashier any officer so tried, it shall
require a vote of two-thirds of the members of said council ;
