the discretion of such court martial as the case may require.

SEP. 60. And be it enacted. That it shall be the duty of the
commanding officer of each company district, making the en-
rolment as herein before prescribed, to take a list of each per-
son in his district, who is conscientiously scrupulous of bearing
arms, that shall come to his knowledge, and return the same
to the commanding officer of his regiment on or before the first
day of October in each year, and it shall be the duty of the said
commanding officer of the regiment to make out two lists
thereof, including also all persons who may otherwise have
come to his knowledge and who are conscientiously scrupulous,
within his district, one of which he shall retain, and the other
deliver on or before the last day of December in each year, to
(he person he has authorized to collect the fines incurred under
the provisions of this act ; and the said collector is hereby au-
thorized and required to call on every such person who shall be
exempt from the performance of militia duty and also from the

payment of the fines imposed by this act ; Provided, each and
every such person shall produce to the said collector a certificate
of the clergyman or other person authorized to give the same,
of the congregation to which he belongs, that he is conscien-
tiously scrupulous as aforesaid, and shall also produce a cer-
tificate shewing the payment of the sum of seven dollars, to the
use of either of the dispensaries of Baltimore, or shall pay to
said collector the sum of five dollars for each and every year ;
and if any officer shall neglect or refuse to comply with any of
the provisions of this section as required of him, he shall be
fined a sum not exceeding twenty dollars, in the discretion of
such court martial as the case may require.

SEC. 61. And be it enacted, That if any officer, non-com-
missioned officer, private or musician shall think himself in-
jured by the commanding officer of his regiment, and shall
upon due application made to such commanding officer, be
refused redress, he may complain to (he commanding officer of
his brigade, who on finding that the person complained of has
violated this law, shall order such court martial as the case may
require for the trial of such offence, which said court may
punish the offender by cashiering, reprimanding, suspending or
fining not exceeding fifty dollars in their discretion, and if any
officer shall neglect or refuse to comply with any of the pro.
visions of this section as required of him, he shall be fined not
exceeding one hundred dollars, in the discretion of such court
martial as the case may require.

SEC. 62. And be it enacted, That before any paymaster
shall act as such, he shall give bond and security to the state
