MILITIA.

SEC. 18. And be it enacted, That it shall be the duty of the
oldest colonel, in rank on parade of each brigade, to ascertain
and report in writing to the brigade courts of appeal respec-
tively, before or during the sitting of the same, the brigadier-
general of his brigade, if absent, and also such of his staff
officers as are absent from the division review as herein esta-
blished ; and the senior officer in the rank, on parade, shall in
like manner ascertain and report the major-general, if absent,
and also such of his staff as are absent from said review, to the
brigade court of appeals of the third brigade ; and each of said
courts shall have power to remit such fines as may have been
incurred by the said officers respectively, for absence from said
parade, under the same conditions as are prescribed by this act
for other officers ; and if any officer shall neglect or refuse to
comply with any of the provisions of this section, as required
of him, he shall be fined a sum not exceeding fifty dollars, in
the discretion of such court martial as the case may require.

SEC. 19. And be it enacted, That if any general whose duty
it shall be to attend, shall refuse or neglect to attend any of the
meetings prescribed by this act, he shall forfeit the sum of fifty
dollars; and if any regimental field officer, or division or brigade
staff officer whose duty it shall be to attend, shall refuse or
neglect to attend any of the meetings prescribed by this act, he
shall forfeit the sum of twenty dollars; and if any company or
regimental staff officer, whose duty it shall be to attend, shall
refuse or neglect to attend any of the meetings prescribed by
this act, he shall forfeit the sum of five dollars; and if any non-
commissioned officer, private or musician, whose duty it shall
be to attend, shall refuse or neglect to attend any of the meet-
ings prescribed by this act, he shall forfeit the sum of two
dollars.

SEC. 20. And be it be enacted, That any court martial or
other court created under the provisions of this act, may from
time to time adjourn until the said court shall have completed
the business for which it was instituted; and if a sufficient
number of members do not attend to form a quorum at the time
and place appointed, the senior member present of said court
may adjourn the same from time to time.

SEC. 21. And be it enacted, That the commanding officer of
each regiment shall, within six days after each parade as di-
rected by this act, appoint the court of appeals which shall have
power to remit the whole or part of such fine or fines as may
have been incurred by such company officers, non-commis-
sioned officers, private and musicians of his regiment, as were
absent from said parade, upon its appearing to said court of ap-
peal that sickness or some such sufficient excuse was the cause
of the violation of this act, for which such person is called to
