SEC. 17. And be it enacted, That at all the meetings directed
by this act, the commanding officer of each company shall ap-
point a fit and proper person, who shall call over the muster
roll of said company, noting those who are absent, and within
two days thereafter shall make return in writing of such absen-
tees to the commanding officer of his company, and if he shall
neglect or refuse to do so, he shall be fined a sum not exceed-

with cause the same to be entered in his company book, and
within five days after each of said meetings, shall transmit a
copy of the same to the commanding officer of his regiment,

manding officer of each brigade to transmit within twenty days
after the division review as aforesaid, to the commanding officer
