shall forfeit and pay to the party aggrieved, any sum not exceed-
ing one-half of the amount of such claim, to be recovered as
debts of a like amount are recoverable.

SEC. 26. And be it enacted, That, provided, that nothing in
this act contained, shall be construed to impair, or otherwise
effect, the right of any person to whom any debt may be due,
for work done, or materials furnished, to maintain any personal
action against the owner of the building, or any other person
liable therefor, to recover the amount of such debt, not having
a claim exceeding fifty dollars.

Take effect
June l.

; SEC. 27. And be it enacted, That this act shall take effect
from and after the first day of June next.
