SEC. 27. And be it enacted, That any officer summoned to

shall refuse or neglect to attend at the time and place appointed,
shall be fined a sum not exceeding one hundred dollars, nor
less than twenty-five dollars, unless he can give a reasonable
excuse to the court for such non-attendance ; and any officer

dier-general, removing from said city, beyond the limits of Bal-
timore county, and any other commissioned officer, removing
out of the district of their brigade, regiment, extra battalion or
squadron, with an intention of making a permanent change oi
