civil service boards for municipal,
county, and state employees and officers
not appointed by the governor or elected
by the people, and the legislature may
authorize such civil service boards to
provide for the qualifications and
method of employing such employees
and officers and to prescribe the length
of their terms of office or employment.

employment of persons in the civil serv-
