the Board within ninety days following
adjournment of the General Assembly a
detailed budget schedule drawing the
proposed apportionment and disburse-
ment. No part of such lump sum appro-
priation may be expended unless and
until such budget schedule is approved
by the Board.14
Any railroad company which plans
to build a bridge across any canal or
navigable water must submit the plan
of the bridge to the Board for ap-
proval.15
The Board may grant, for an ade-
quate consideration in money, the right
to remove sand, gravel, etc., from the
bed of navigable rivers.16
The Hall of Records Commission
makes recommendations to the Board
on storage space and services for keep-
ing records.17
Agencies, such: as the State Board of
Barber Examiners,18 must submit to the
Board an itemized estimate of the
amount of fees, expenses, and disburse-
ments; and no agency may make any
expenditures except for purposes so
approved by the Board.19 The Board
determines which of such agencies can
discharge its duties at the office of the
State Commissioner of Personnel.20
The Board authorizes a working cash
balance to be carried over to such agen-
cies. The position of any secretary or

other employee of any such board or
agency,21 which the Board may deter-
mine to be unnecessary because of the
statute, is abolished and the Board may
take steps to terminate any lease.22
The construction part of the Sanitary
Facilities Fund is available to the Board
to finance construction of basic main
facilities of a sewerage system, as defined
in the federal Water Pollution Control
Act.23
The Board holds the deed to Morgan
State College.24
The Board appoints a member to the
Board of Trustees of the Employees'
Retirement System who serves a four
year term.25
WORKINGS OF THE BOARD
The Board appoints a full-time sec-
retary who holds office during good
behavior regardless of any changes in
the membership of the Board. The sec-
retary can be removed only for incom-
petency or immorality upon charges
furnished in writing by the Board and
after giving the secretary an oppor-
tunity for a hearing.26
The secretary, along with the director
of Public Improvements, the director of
Budget and Procurement, and the direc-
tor of Forests and Parks, sits with the
Board and has no vote. The secretary
prepares an agenda which picks up any
miscellaneous duties which the Board
