who are appointed by the governor with Senate confirmation.

Term: Executive director—6 years.
Board of appeals—6 years.

Removal: No provision.

Employees: Executive director appoints all personnel who are classified under
merit system.

Function: Executive director administers unemployment insurance law,
Article 95A. Board of appeals holds hearings on benefit claims.

Governor appoints a State advisory council for 6 years. Council
advises executive director in formulating policies.

Advisory Council on Employment Security
Established By: Md. Code Ann., art. 94A, § 12.
Head: Chairman.

Members: 9: an equal number of employer, general public, and em-
ployee representatives appointed by the governor.

Term: 6 years, staggered.

Removal: No statutory provision.

Employees: None.

Function: To aid the executive director in the formulation of policy
for employment security.
