CONSTITUTIONAL REVISION STUDY DOCUMENTS

Function: Collect statistics on labor. Responsible for enforcement of labor
laws. Appoints arbitration boards.

Board of Boiler Rules

Established By: Md. Code Ann., art. 48, § 167—under commissioner of labor
and industry.

Head: Chairman is commissioner of Labor and Industry or one is
• elected by board.

Members: 3 members; 2 members appointtd by governor, 1 member is
commissioner of labor and industry.

Terms: 2 members have 4-year term staggered.

Removal: No statutory provision.

Employees: Under merit system.

Function: Formulates rules and regulations for boiler construction,
installation and maintenance.

Workmen's Compensation Commission

Established By: Md. Code Ann., art. 101, § 1.
Head: Chairman appointed by governor.

Members: 7 members appointed by governor with advice and consent of
Senate.

Terms: 12 years—staggered.

Removal: Md. Code Ann., art. 101, § 1 (f)—Governor may at any time remove
any commissioner for inefficiency, neglect of duty or malfeasance in
office. Commissioner shall have notice and a hearing.

Employees: Md. Code Ann., art. 101, § 6—All employees are appointed by Com-
mission and all are under the merit system.

Function: Commission administers the Workman's Compensation Law; hears
contested cases and holds hearings throughout the State; receives
reports of accidents and jurdicates claims for compensation arising
under the law; and investigates companies and firms which fail to
carry insurance under the terms of the Act.

Medical Board for Occupational Diseases
Established By: Md. Code Ann., art. 101, § 27.
Head: Chairman designated by governor.
