Administrator of Loan Laws

07.11.00.01 '

Established By: Md. Code Ann., art. 41, § 192.
Head: Administrator.

Member: Administrator appointed by governor who assigned to Division
of Financial Review.

Term: Four years.

Removal: By the governor for incompetency or misconduct. Md. Code Ann.,
art. 41, § 192.

Employees: Administrator appoints deputy administrator, chief supervisor, two
assistants and a secretary-stenographer and others as are deemed
necessary. All such employees are under the merit system Md.
Code Ann., art. 41, § 192. 12 merit).

Functions: Administers and supervises the provisions of Article 58A relating
to small loans.

Public Service Commission

07.13.00.01

Established By: Md. Code Ann., art. 78, § 3.

Head: Chairman appointed by governor.

Members: Three commissioners appointed by governor.

Term: 6 years staggered.

Removal: Governor may remove any commissioner for incompetency or mis-
conduct in office in accordance with Md. Code Ann., art. 41,
§§ 54-56; art. 78, § 8 (Article 41, Sees. 54-56 provides that a civil
officer who can be removed or suspended by the governor has a right
to a copy of the complaint and notice of inquiry.)

Employees: General Counsel appointed by governor who holds office for six
years and is removable in same manner as the commissioners.

People's Counsel appointed by governor and holds office at pleasure
of governor.

Auditor appointed by People's Counsel and holds office at pleasure
of People's Counsel.

General Employees—all personnel of commission except general
counsel, people's counsel, and commissioners are subject to merit
system Md. Code Ann., art. 78, § 17, 41 merit; 5 unclassified.

Function: Jurisdiction and powers extend to all public service companies
in Maryland and to certain motor carriers.
