Function: To review and revise Maryland's planning and zoning legis-
lation and make recommendations for their revision to the
Maryland legislature.

Regional Planning Council

Established By: Md. Code Ann., art. 78D.

Head: Chairman appointed by the governor from membership. Vice-
chairman elected by members. Md. Code Ann., art. 78D, § 8.

Members: 1 member appointed by Mayor and City Council of Baltimore
from the city council. 1 member appointed by the Mayor of Balti-
more from the Baltimore City Planning Commission. 1 member
appointed by Baltimore City executive and Council from the city
council. 1 member appointed by Baltimore City executive from
Baltimore City Planning Commission. 1 member from each board of
city commissioner from Anne Arrundel, Carroll, Harford and How-
ard counties. 1 member from each City Planning board of Anne
Arundel, CarroII, Harford and Howard counties. 1 member from
State Senate appointed by the governor from each regional plan-
ning area. 1 member from State delegates appointed by the gov-
ernor from each regional planning area. 2 members, citizens,
appointed by the governor. Ex officio; director of State Depart-
ment of Planning and Chairman, director of State Roads Commis-
sion. The Metropolitan Transit Authority and the Maryland Port
Authority each elects one member on council.

Term: 4 years, except elected members hold during term of their office.
The 4 appointees of the governor serve at his pleasure. Md. Code
Ann., art. 78D, § 5.

Removal: No statutory provision.

Employees: Md. Code Ann., art. 78D, § 10. Employment of an executive officer
is not subject to the merit system. The executive officer may ap-
point three section heads who are also not subject to the merit
system. Retention of counsel does not subject him to the merit
system. All other employees are under the merit system.

Function: Prepares a general development plan for a specific region which
consists of Baltimore City, Anne Arundel, Baltimore, Carroll, Har-
ford and Howard counties.
