Head: Chairman appointed by governor and serves as chairman for 4
years.

Members: 25 members appointed by governor,

Term: 4 years—staggered.

Removal: No statutory provision.

Employees: Governor, upon recommendation of Commission, appoints an
executive director—Md. Code Ann., art. 41, § 341. Commission may
employ professional, technical and clinical personnel. None of the
employees or officers are subject to the merit system. Md. Code
Ann., art. 41, § 342. The governor appoints in each county and
City of Baltimore a local physical fitness commission composed of
15-25 members. Governor appoints chairman of each commission.
Merit system: 1 merit; 1 unclassified employee.

Function: Advises and disseminates information on physical fitness.

Maryland Hospital Commission

Established By: Md. Code Ann., art. 43, § 568A.
Head: Chairman and vice-chairman.

Members: 7 members with professional qualifications appointed by governor.
3 serve concurrently as members of the Advisory Council on hos-
pital construction.

Term: 3 years staggered—2 terms only.
Removal: No statutory provision.

Employees: Commission may seek staff assistance from other state agencies
provided approval of the Board of Public Works is obtained.
Md. Code Ann., art. 43, § 568A(d).
Merit system: 1 merit; 1 unclassified (part time) employees.

Function: Has the responsibility of administering matters and problems
of hospital construction and expansion. Final authority for grant-
ing of any state loan funds to any hospital is vested in Board of
Public Works. Md. Code Ann., art. 43, § 568B.

Established By: Md. Code Ann., art. 43, § 567.
Head: Chairman appointed by governor.

Members: 24 appointed by governor from professional and public
groups, as specified in law. Commissioner of Health and of
