CONSTITUTIONAL REVISION STUDY DOCUMENTS

Members: Treasurer—elected by two houses of the legislature.

Term: 4 years.

Removal: Md. Const., art. VI, § 6—same as comptroller.

Employees: Md. Code Ann., art. 95, § 7—treasurer appoints deputies who act
at his pleasure and whose office may be terminated, but power to
terminate office does not include power to fire an employee (2
unclassified employees—treasurer and part-time secretary: 19 em-
ployees under merit system).

Function: Receives money of State and deposits them in banks with approval
of the governor. Disburses money upon warrants drawn by comp-
troller and on checks counter-signed by comptroller. Invests spec-
ified funds and provides for payment of interest on State bonded
debt, redeems bonds to maturity.

Maryland Tax Court

Established By: Md. Code Ann., art. 81, § 224; art. 41, § 318.

Head: Chief judge appointed by governor.

Members: Five judges appointed by governor.

Terms: 6-year term—judges shall hold office until their respective suc-
cessors are appointed.

Removal: No statutory provision.

Employees: Court appoints clerks and other necessary employees. Md. Code
Ann., art. 81, §§ 225-226. Governor designates how the court's
offices are open. 8 unclassified employees.

Function: Hear appeals from the decisions, determination, or order of any
final assessing or taxing authority.

Head: Director.

Member: Director appointed by governor.

Term: Holds office as long as he performs his duties in a competent
manner.

Removal: Md. Code Ann., art. ISA, § 16—may be removed only in accord-
ance with Article II, Sec. 15 of the Maryland Constitution.
