CONSTITUTIONAL REVISION STUDY DOCUMENTS

Members: Chief and all other employees are appointed by the comp-
troller.

Term: Indefinite.

Removal: Md. Code Ann., art. 41, § 194. Chief and all employees are
appointed in accordance with the merit system.

Employees: (All (2) under merit system).

Function: Bureau prepares itemized statements of the estimated rev-
enue from all sources for the next succeeding budgetary
period.

Central Payroll Bureau

Established By: Md. Code Ann., arts. 19 and 95.
Head: Director.

Members: Director designated by joint appointment of treasurer and
comptroller.

Term: Indefinite.

Removal: Under merit provisions.

Employees: 22 merit.

Function: Compiles payroll data, issues warrants. Maintains records of
employee earnings and deductions. Issues summary of pay-
roll charges by fund and program.

State Department of Assessment and Taxation

06.12.02.01

Established By: Md. Code Ann., art. 41, § 318; art. 81, § 231A.
Head: Director—under supervision of comptroller.

Members: Director appointed by governor. Md. Code Ann., art. 81,
§231B.

Term: Indefinite—cannot hold office after 70 years of age.
Removal: Director holds office under merit system.

Employees: Director appoints chief and state assistants who hold their
positions during good behavior subject to removal by the
Department after hearing and notice, Md. Code Ann., art. 81,
§232(3).

Director appoints supervisors of assessments in each county
and Baltimore City from a list of 5 submitted by County
