CONSTITUTIONAL REVISION STUDY DOCUMENTS

Removal: See treasurer—comptroller.

Employees: Board appoints a secretary and fixes his salary.

Secretary holds office during good behavior regardless of changes
in Board. Md. Code Ann., art. 78A, § 1A.

Function: Md. Const., art. XII, § 2—supervision of all public works in which
state may be interested as stockholder or creditor. Board super-
vises the expenditure of all sums appropriated for the acquisition of
land, buildings and new construction. Md. Code Ann., art. 78A, § 7.

Comptroller

06.04.01.01

Established By: Md. Const., art. VI, § 1.

Head: Co-head of Finance Department—head of division of financial
review and control.

Members: Comptroller—elected by populace.
Term: Four years.

Removal: Md. Const., art. VI, § 6—If he is guilty of neglect, misappropria-
tion, or malfeasance in office, the governor shall give notice and
provide a hearing before discharge.

Employees: Md. Code Ann., art. 19, § 8—Comptroller appoints deputies who
serve at his pleasure, and such position may be terminated at any
time for any cause which he may deem sufficient. The termination
of the power of the chief deputy and/or any deputy comptroller
to grant warrants and to countersign checks shall not of itself
operate to terminate his employment as clerk or assistant or other
employee. Comptroller himself unclassified; all employees under
merit system (39)).

Function: General superintendent of the fiscal affairs of the State. Prepares
plans for the improvement and management of revenue. Superin-
tends and enforces the prompt collection of all revenue and taxes.
