Insurance Company of Baltimore ;

Mr. Mules, from the Committee on Corporations, to which
was referred the bill entitled, an Act to incorporate the Tur-
ner Avenue Company, reported it without amendment.

The bill was then read the second time.

The bill entitled, an Act to repeal sub-section 2 of section
5, enacted as part of the 5th section of the 37th article of the
Code of Public General Laws relating to the competency of
witnesses, by the Act of 1864, chapter 109, and to re-enact
another provision in lieu of said sub-section 2 so. repealed,
being under consideration,

Mr. Vickers submitted the following amendment:

Provided that no negro or mulatto shall be admitted to
testify in any case, in any court or before any Justice of the
Peace, where a white person is a party, unless a negro or
mulatto shall be one of the parties to the suit,

Which was read and rejected by yeas and nays as follow •
