780 JOURNAL OF PROCEEDINGS. [Mar. 22,

Endorsed, "passed by yeas and nays" with the proposed
amendments:

Section 1, amend by striking out in the 5th line, all after
the word "in" to the same word in the same line, and by
substituting in place of the latter, the word "the;"

In same section, line 9, after the word "the" strike out the
words "Comptroller of the Treasury," and insert "the clerk
of the Circuit Court of each county and of the Superior Court
of the city of Baltimore respectively;"

Section 3, line 5, after the word "office" strike out all to
the word "and" in the same line;

Section 3, line 12, strike out the word "white;"

Which were read and adopted.

The bill was then passed by yeas and nays as follow ;

"Arthur P. Gorman;"

And to amend the title by striking out "Rev. Joel Blew"
