ed of the necessity of entering into a more elaborate argument
in support of their views upon this subject. They are thus,
after a brief review of all the important facts in the case,
brought to the conclusion that the contestant has failed to
sustain his claim to a seat in this body, and recommend the
adoption of the following resolution:
Resolved, That the memorial of Alfred Spates, contesting
the right of Charles H. Ohr, to his seatas Senator for Alle-
gany county, be and is hereby dismissed.

Mr. Earle, from the Committee on Finance, submitted the
following
REPORT:
The Committee on Finance, to whom was referred "The
Resolution to suspend, until further action of the Legislature
can be had, the operation of the Act, which directs the pay-
ment of bounties to Slaves, as provided by Act of General As-
sembly, passed on the sixth day of February, eighteen hun-
dred and sixty-four, chapter fifteen, section three, beg to
state that they have given the subject careful consideration,
and report unfavorably thereon; they regard the faith of the
State as pledged for the payment of these bounties, and in the
action taken by Congress for the repeal of the law making
provision for the payment of loyal owners of slaves enlisted in
the military service of the United States, can discover no
justifying cause for any departure from our course of legisla-
tion, which has and will continue to give to this class of our
population the amplest protection of our laws.
