The question recurring upon the adoption of the amend-
ment submitted by Mr. Stephenson, it was

Mr. Mules submitted the following amendment:

Section 2, Line 1, strike out after the word "Act," the
Governer shall appoint;.

Which was read and rejected.
Mr. Maddox submitted the following amendment:
Section 2, line 5, after the word "dollars" insert "and all
incidental expenses not to exceed three thousand dollars;"

Pending the consideration of which,

The Clerk of the House of Delegates delivered the follow-
ing message :

BY THE HOUSE OF DELEGATES,

March 18, 1867.
Gentlemen of the Senate:

We have the melancholy duty to announce the death of
the Hon. Enoch B. Hutton, a delegate to this House from
Montgomery county, who died at the City Hotel of this city,
March 17th, at 5.30 o'clock, P. M. As a testimonial of re-
spect for the memory of the deceased, and of our Borrow for
his death, and in sympathy for his bereaved and afflicted
family. We propose, with the concurrence of your honorable
body, that the two Houses of the General Assembly do now
adjourn till half-past 7 o'clock, P. M., and that the members
of both Houses will wear the usual badge of mourning. And
we further propose the appointment of a joint committee of
both Houses, consisting of four members on the part of this
House, and two on the part of the Senate, to attend the fune-
ral of the deceased.

We have appointed on the part of this House Messrs
Burih, Hall, Morgan and Judge Carmichael.

priate and feeling remarks:
Gentlemen of the House of Delegates:

We have received the message of your honorable body,
announcing the death of Enoch B. Hutton, late a member of
the House of Delegates from Montgomery county.
