March 15th, 1867.
Gentlemen of the House of Delegates:
We have received your message, proposing to us to meet
you in the hall of the House of Delegates to-day at twelve
o'clock, for the purpose of electing three persons to consti-
tute the Board of Police Commissioners for the eity of Balti-
more, and nominating on your part, Lefevre Jarrett, James
E. Carr and William H. B. Fusselbaugh. We concur in
your message and in the nominations made by you for said
offices.

Which was read, assented to, and sent to the House of Del-
egates.
On motion by Mr. Maddox, it was
Ordered, That the Chairman of the Committee on Claims
issue his certificate to Thomas A. Mitchell for fifteen days
attendance as special door-keeper to the Senate.
On motion by Mr. Henkle, it was
Ordered, That the Connty Commissioners of Carroll county
report to the Senate the amount of bounty certificates issued
and the amount of bounty money received and expended by
them; stating the names of the persons and the amount paid
to each, and what commissions, if any, was charged for the
collection and disbursement of said money;
Which was read and adopted.
On motion by Mr. Stephenson,
The Senate took up for consideration,
The bill entitled, an Act to appropriate the sum of twenty-
five hundred dollars, or as much thereof as may be necessary,
to the rebuilding of the Hay Scales, and the building con-
nected with the same, owned by the State, and situate in the
eastern section of the city of Baltimore, near the intersection
of O'Donnell street, with the western line of Baltimore coun-
ty, to repair or re-supply the scales, and adapt them to the
weighing of live stock, as well as hay and stray, and to pro-
vide such yards for live stock as may be necessary. «
On motion by Mr. Stephenson,
Said bill was recommitted to the Committee on Agriculture.
Mr. Mules, from the Committee on Corporations to which
was referred the bill entitled, an Act to incorporate the
Franklin Fire Insurance Company of Baltimore, Maryland;
Reported it without amendment.
The bill was then read a second time.
