Mr. Vickers moved to strikeout all after the enacting clause
and insert:

"That section 1 of Article 43, of the Code of Public Gener-
al Laws, be and the same-is hereby repealed, amended, and
re-enacted so as to read as follows:

"The several Circuit Courts of this State, the Superior
Court of Baltimore city, and the Circuit Court for Baltimore
city, and the several and respective judges thereof out of court,
and each of the judges of the Court of Appeals, shall have
jurisdiction over the whole State in all matters relative to
habeas corpus, except those involving the relation of master
and apprentice; and the Criminal Court of Baltimore city and
the judge thereof out of Court within the limits of said city,
shall have jurisdiction in matters relative to habeas corpus,
only in cases in which it shall appear by the application for
the writ that the person applying is committed, detained, con-
fined or restrained of his liberty, on a criminal charge of
which said Criminal Court has jurisdiction, and the said
Criminal Court and the judge thereof shall not have or exer-
cise any jurisdiction whatever in any case involving the validi-
ty or legal effect of any contract or indenture of apprentice-
ship.

Sec. 2. And be it edacted, That this Act shall take effect
from the date of its passage."

Mr. Vickers moved a call of the Senate ;

The Sergeat-at-Arms was sent to inform the absent Senators
that their attendance was required in the Senate Chamber.

On motion by Mr. Tome,

Further proceedings under the call were dispensed with.

The Senate resumed the consideration of the bill entitled,
an Act to repeal the 1st section of Article 43, of the Code of
Public General Laws, entitled, habeas corpus, and to re-en-
act the same with amendment,

The question recurred upon the adoption of the motion
submitted by Mr. Vickers, and

It was determined in the affirmative by yeas and nays as
follow:
