On motion by Mr. Henkle,

Said bill was ordered to lie over.

Mr. Tome, from the select Committee, to which was refer-
red the bill entitled, an Act to add new sections to chapter
151 of the Acts of 1862 entitled, an Act to incorporate the
President and Commissioners of the village of Rising Sun,
Cecil county;

Reported it without amendment,

The bill was then read the second time.
On motion by Mr. Tome,

Was read the third time by special order, three-fourths
concurring, and passed by yeas and nays as follow :

Mr. Bowle, from the select Committee, reported a bill en-
titled an Act to require the County Commissioners of Fred-
erick county, to pay for the printing and publishing ordered
by the late officers of registration in said county;

Which was read the first time.

Mr. Mackall, from the Committee on the Library, reported
a bill entitled, an Act to limit the amount of stationery fur-
nished to members and officers of the General Assembly, and
to provide a system of commutation;

Which was read the first time.

Mr. Tome from the Committee on Finance, reported a bill
entitled, a supplement to the Act passed January session,
1860, chapter 303, entitled an Act to carry into effect the 8th
section of the Act entitled, an Act for the promotion of Inter-
nal Improvements, passed at December session 1835, chapter
395.

Which was read the first time.

On motion by Mr. Vickers,

Leave was granted to the Committee on Judicial Proceed-
ings to introduce a bill to add additional sections to article
81 of the Code of Public General Laws, title, Revenue and
Taxes, sub title "Direct Taxes, relating to the sale of real
and leasehold estate for taxes in the several counties.
