but before any vacancy shall be so filled, the per-
son or persons so elected shall receive the appro-
val of the Presbytery or Synod of Baltimore, in
connection with the Old School General Assembly
of the Presbyterian Church in the United States ;
if a difficulty at any time arises in connection with
the interests or management of the institution, it
shall be referred first to the Presbytery, and, if
desired, to the Synod of Baltimore, whose decision
shall be final.

Sec. 4. Be it enacted. That the General Assem-
bly of Maryland reserves to itself power at all

vided, however, that when so repealed, all property
in band shall be turned over to those who were
contributors or their representatives, or to the
Presbytery of Baltimore for investment, with the
same desire of enabling those in limited circum-
stances to secure the benefit of a full and complete

Proviso.

Sec. 5. Be it enacted, That for all ordinary pur-
poses in the transaction of business pertaining to
the institution, seven Trustees shall constitute a
quorum, but in the case of electing officers of the
institution, filling vacancies in the board, order-
ing investments of funds, the consent of a majority
shall be requisite; and the first meeting of the
board shall be held on the first Tuesday of April,
eighteen hundred and sixty-seven, or as soon
thereafter as may be convenient.

Quorum.

Sec. 6. And be it enacted. That this Act shall
take effect from its passage.
