affixed, and it shall convey the title to the pur-
chaser.

Fines—how
recovered.

Sec. 91. All fines, penalties, or forfeitures im-
posed by this Charter, or any ordinance of said
town may be recovered in the name of the Mayor
and Councilmen of said town, before any Justice
of the Peace as small debts, and shall be paid to
the Mayor and Councilmen for the use of the town.

Penalty for
violations.

Sec. 92. No person shall drive any carriage,
wagon or vehicle of any description, or ride any
horse upon or over the paved footway of the said
town, under the penalty of two dollars for every
such offence; and any Constable or the Bailiff of
said town, shall arrest any person so offending and
take him before a Justice of the Peace, who upon
proof of the offence, shall give judgment in the
name of the State against the offender, upon which
there shall be no supersedeas, and the fine shall
be collected and paid to the Mayor and Council-
men for the use of said town; and the Bailiff shall
have the same power and receive the same fees as
Constables in Allegany county, for making arrests
or serving any process for violation of the ordinan-
ces of said town.

Sec. 93. The Mayor and Councilmen shall have
power to provide for laying out, opening and ex-
tending any street or alley within the town, which
in their opinion, the public welfare or convenience
may require, to provide for ascertaining whether
any and what amount in value of damage will be
caused thereby, for which the owner or possessor
of any property through which such street or alley
may pass, ought to be compensated, and for as-
sessing and levying either generally or the whole
assessable property within the town or specially
on the property of persons benefitted, the whole or
any part of the damages and expenses which will
be incurred in laying out or extending such street
or alley; for granting appeals to the Circuit Court
for Allegany county, from the decisions of any
Commissioners or other persons appointed in vir-
tue of any ordinance to ascertain the damages oc-
casioned by the opening or extending of such street
or alley, and for securing to the person injured,
the right on application within thirty days from
