Sec. 9. And be it enacted. That the President
and Directors of said company shall be invested
with all the rights and powers necessary to the
construction and repair of a railroad from some
point on the Western Maryland Railroad at or
near Owing's Mill, by way of Powhaton and
Wetheredville, to the city of Baltimore, west of
Charles street, and also from some point on said
Union Railroad to tide-water at Canton, in Balti-
more city or county, or either, with power to cross
over, upon or under any other road, street or high-
way of any character whatever, together with any
lateral railroad to the city of Baltimore, connect-
ing therewith, with as many sets of tracks as
may be deemed necessary, not exceeding sixty-six
feet wide for the graded surface of said road or
roads, and the said President and Directors, or a
majority of them, may contract, or contracts to be
made between said company and any person or
persons for the construction of the whole or any
parts of such works, and said company or agents
may enter upon and use any lands required for
the construction of such road or roads, and their
necessary and convenient buildings and equip-
ments, and may take and use such materials as
may be required for the construction and repair
thereof, according to the provisions of section
fourteen, Chapter three hundred and twenty-six,
entitled, " An Act to incorporate the Philadelphia,
Wilmington and Baltimore Railroad Company,
passed at January session, eighteen hundred and
fifty-two." |

Sec. 15. And be it enacted, That all trains
except through express trains shall be required to
stop sufficiently long a time at Wetheredville and
Powhaton, to couple and uncouple cars, and to
take on and let off passengers. |

Sec. 16. And be it enacted, That in the construc-
tion of the said road, the work shall be commenced
simultaneously at the Canton terminus, the ter-
minus at the city west of Charles street, and at
Owing's Mills terminus, .and the same shall thence
be conducted at the same time and rateably. |
