one shall be eligible to the office of Mayor of said
city, unless he be a freeholder within the corpo-
rate limits aforesaid, and that the said Mayor and
Council so elected, shall hold their office for and
during the space of two years from the day of
their election; and until their successors are duly
elected and qualified, and that from and after the
said first election as herein provided for, the inha-
bitants of said city qualified to vote for Delegates
to the General Assembly, who shall have resided
within the corporate limits of said city six months
prior to the day of election, shall biennially, at
such place and time as shall be designated by the
Mayor and Common Council, between the hoars
of twelve o'clock at noon and six o'clock in the
evening, to elect one person at least twenty-five
years of age, and who has resided in said city two
years previous to said election, Mayor of said city,
and six persons at least twenty-one years of age
and who have resided in said city one year pre-
vious to said election, members of the Common
Council, and that no one shall be eligible to the
office of Mayor of said city unless he be a free-
holder, or leaseholder, within the corporate lim-
its of said city.

Sec. 4. And be it enacted, That the Clerk of
the Circuit Court for Howard county shall, prior
to the first election to be held under this charter,
give at least two weeks' notice of the election so
to be held, by publication in the Howard County
Record, and that he shall appoint three proper
and competent persons Judges of Election, and
the said Judges shall have power to appoint one
or more clerks, if necessary, who shall keep a
record of the persons voting, and the persons
voted for, and the persons having the highest
number of votes for the several offices of Mayor
and City Council, shall be declared duly elected.

election held under this charter, as hereinbefore
provided for, that the Mayor shall give at least
two weeks' notice of any subsequent election to be
held under this charter, and shall appoint three
