or affirm, that I will to the best of my ability, pro-
tect and defend the Union of the United States, and
not allow the game to be broken up and dissolved,
or the Government thereof to be destroyed under
any circumstances if in my power to prevent it,
and that I will at all times, discountenance and
oppose all political combinations having for their
object such dissolution or destruction.

Sec. 2. And be it enacted, That the several offi-
cers of Registration shall register as a qualified
voter, every person who shall apply for Registra-
tion and claim the benefit of this Act, upon his
taking the oath or affirmation, herein before first
set out in the first Section thereof, provided, he is
in other respects entitled to vote, by having the
requisite qualifications, of age, citizenship, and
residence, and be not disqualified under the third
and fifth Sections of the first Article of the Consti-

tution; and if any officer of Registration shall re-
fuse to register as a qualified voter, any person so
as aforesaid applying to be registered or if any
Judge of Election shall, refuse to receive the vote of
such person when registered, he shall upon con-
viction thereof, before any Court having criminal
jurisdiction, forfeit and pay a fine of not less than
one hundred and not more than five hundred dol-
lars for each offence and be imprisoned until said
fine and the costs of prosecution be fully paid and
satisfied, and shall also be liable in an action for
damages at the suit of the party aggrieved.

Sec. 3. And be it enacted, That all Courts and
State, County, Township and Municipal officers of
this State shall take notice of the provisions of this
Act, without requiring it to be specially pleaded,
set up or relied on, and shall give the full effect
and benefit thereof to any person embraced within
the general description of the first Section of this
Act, in the same manner and to the same extent as
if the name of such person had been expressed, and
set out specially in the said foregoing Section.

Sec. 4. And be it enacted, That this Act shall
take effect from the date of its passage.
