Mr. Tome submitted the following amendment:

Amend by adding at the end of section 6, the following
proviso:

Provided, that the said company shall not construct any
lateral road or roads until the main stem between Baltimore
and the Susquehanna river, shall have been built and fully
equipped, and provided further, that the said company shall
not then build any lateral road or roads of over twenty miles
in length;

The question upon the adoption of the amendment, was de-
termined in the negative by yeas and nays as follow :
