as Swann, announcing his declination of the office of United
States Senator, to which he had been chosen by the present
Legislature, with great unanimity has, under the peculiar
circumstances which. surrounded it, impressed the Legislature
with profound sensibility; and that in view of the momen-
tious interests involved, and the causeof constitutional govern-
ment, in all the States, we recognize in the determination of
the Gov. to remain firmly at his post in the executive chair,
at this junction in the affairs of the State, an evidence of the
same devotion to its welfare, which has in the past earned for
him its highest honors, and will in the future more strongly
commend him to the confidence of the people.

2. Resolved, That the General Assembly are fully im-
pressed with the opinion that Governor Swann, has bui, com-
plied with the general wish of the people of Maryland, in de-
ciding to remain in the Gubernatorial office, and that he will,
in the future, as in the past, discharge the duties of his high
office, with firmess and fidelity.

3. Resolved, That a committee of three, two of the House
of Delegates, and one of the Senate, be appointed to present
to the Governor a copy of the foregoing resolutions.

Which were read and concurred in, and the resolutions
returned to the House of Delegates.

Mr. Earle submitted the following message:

BY THE SENATE,

March 1, 1867.
Gentlemen of the House of Delegates:

We cordially concur in the action of your Honorable Body,
which expresses high approbation of the course of Governor
Swann in his determination to decline the United States Sena-
torship, and continue in the elevated position he fills with such
advantage and ability to the State: and in your request for the
appointment of a joint committee to wait on his Excellency,
and present the joint resolutions of the two bodies. We ap-
point Senator Earle on the part of the Senate.

Secretary.

Which was read assented to and sent to the House of Dele-
gates.

The Clerk of the House also returned the following bills:

The bill entitled, an Act to authorize and direct payment
of claims due the members and officers of the General Assem-
bly of eighteen hundred and sixty-one;

Endorsed "passed by yeas and nays."
