THE STATE APPROPRIATION OF 1865.
To the President and Visitors:
GENTLEMEN :
The State appropriation of fifteen thousand dollars, passed
January, 1865, was received in that year from the State
Treasurer by the Treasurer of the Hospital. The Executive
Committee have expended $2,653.79, to pay William G.
Harrison for a loan, reported in the memorial from the Presi-
dent and Visitors to the General Assembly of Maryland, and
$2,346.21 for various necessary repairs and improvements,
making together $5,000.
The Act 139, Session 1865, appropriated the fifteen thou-
sand dollars for the relief of the Maryland Hospital, "to in-
troduce an efficient heating apparatus, and to effect proper
and necessary repairs of the buildings and improvements of the
grounds, and for other purposes." The memorial asked for
twenty-five thousand dollars; but as the appropriation was
ten thousand dollars less than that, it became necessary for
the committee to postpone the rebuilding of an extensive por-
tion of the fences, and the making of various improvements
which have been long contemplated. With regard to tho
fences the committee have, after much consideration, con-
cluded to advise you, when the means can be obtained for the
purpose, to direct the building of a suitable brick wall in
front on the line of Monument street, a distance of about five
hundred feet.
The remainder of the appropriation, ten thousand dollars,
has been used in making part payment for a heating appa-
ratus, combined with a method of ventilation. The commit-
tee, after obtaining much information at places where heat-
ing large buildings by steam and by hot water, had been suf-
ficiently long in operation to supply facts from the experience
of others to guide them in a choice, decided to make a con-
tract with Hayward, Bartlett & Co, agreeing to pay them
thirteen thousand five hundred dollars "for building and con-
structing a complete and perfect hot water apparatus, for
heating and ventilating the Hospital, for supplying warm
water for the bath rooms, and for warming the green house."
The work has been done to the satisfaction of the committiee.
