branches of the State government of Maryland, represent the
sovereignty of the people thereof, and that all acts done by
them, each in its respective sphere, in pursuance of constitu-
tional authority, are expressive of the popular will: it follows
that the State of Maryland, in the future, as in the past,
guided by a spirit of public policy will always endeavour to
advance her own interests, as also that of her citizens, with-
out regard to sections or localities.
That the call for a Constitutional Convention eminating
from this Legislature, is in pursuance of the right of reform
under the existing Constitution, and all efforts to frustrate
the wishes of the people for a change in their organic law,
are without their sanction and authority.
That the Act already passed, enfranchising those citizens
of Maryland who under the Constitution are compelled to per-
form militia duty, pay taxes, &c., but are deprived of the
rights of electors, is indicative of the sense of the people on
this subject, and we present the fact to the whole country as
evincing their desire to forget the late civil convulsions of the
land, and to join in reciprocal endeavors to sustain the endear-
ing fame of the commonwealth.

Which were read the first time, and referred to the Com-
mittee on Judicial Proceedings.
On motion by Mr. Jump,
Leave was granted to Messrs. Jump, Earle and Davis, of
Caroline, to intro'dnce a bill authorizing the County Commis-
sioners of Talbot county, to subscribe to the capital stock of
the Maryland and Delaware Railroad, for the construction of
the same.
On Motion by Mr. Spates,
Leave was granted to the Committee on Finance to intro-
duce a bill to pay the State's Attorney for Allegany county,
a certain sum of money.
Mr. Kimmel presented the memorial of citizens of Balti-
more, in favor of the passage of the Constitutional Conven-
tion and Municipal bills;
Mr. Jump, from the Committee on Pensions, reported
favorably House Resolution, authorizing a pension to certain
soldiers of the War of 1812;
The Resolution was then read the second time.
Mr. Stirling, from the Committee on Judicial Proceedings,
reported favorably a bill entitled, an Act to repeal section
58 of article 88, of the Code of Public General Laws, title
Sheriffs, sub-title Fines and. Penalties, and to re-enact the
same with amendments;
