320 JOURNAL OF PROCEEDINGS [Feb. 27,

WEDNESDAY, February 27, 1867.

The President laid before the Senate the memorial of T. J.
Magruder and sixty thousand citizens of Baltimore;

Which was read and referred to the Committee on Judicial
Proceedings.

Mr. Trail presented the memorial of John Phillips, John
H. Young and 24 other citizens of Frederick county, praying
the repeal of the special jury bill passed February 8, 1867;

Which was read and referred to the Committee on Judicial
Proceedings.

On motion by Bowie, it was

Ordered, That the Board of Public Works be requested to
communicate to the Senate at the earliest possible day what
action, if any, it has taken under the power conferred by sec-
tion 52, Article 3, of the Constitution "to exchange the State's
interest as stockholder and creditor in the Baltimore and Ohio
Railroad Company;" what propositions, if any, it has receiv-
ed for such exchange, by whom or what parties made, and if
by the President or any agent of the Baltimore and Ohio Rail-
road Company, and when such proposition was made?

On motion by Mr. Vickers,

The bill entitled, an Act to repeal section 460 of the 4th
Article of the Code of Public Local Laws, relating to the
weighing of live stock in the city of Baltimore, and to re-en-
act the same with an amendment,

Was read and referred to the Committee on Judicial Pro-
ceedings.

On motion by Mr. Mules,

Leave was granted to the Committee on Corporations to
introduce a bill to incorporate the Maryland and New York
Steam Transportation Company.

On motion by Mr. Maddox,

Leave was granted to Messrs. Maddox, Compton and Fra-
zier, to introduce a bill giving authority to the Commissioners
court of Charles county, to refund taxes to the heirs of Wm.
H. Williams.

The Clerk of the House of Delegates returned the follow-
ing bills:

A bill entitled, an Act to require drovers passing through
Kent county to have their cattle marked, and authorize the
sale of cattle found unmarked, that may be found in droves;
