Dstrict No. 10, Allegany County, Maryland, and a for-
mer by occupation.

2nd Question. When did you register as a legal voter ?

Answer, I registered in September 1866, in District No.
10, as a qualified voter

3rd Question. Did you attend the election held in District
No. 10, Allegany county, Maryland, November 6, 1866; did
you offer to vote; was your vote accepted or refused, and whose
names were on your ticket as candidates for House of Dele-
gates ?

Answer. I did not attend said election, because I saw some
of my neighbors who were not allowed to vote, and I thought
I would not be allowed to vote, and I did not go; I heard
parties say, who were registered that the Judges would not
allow them to vote. I have lived all my life in Maryland,
and have always been loyal. I cant say who I would have
voted for as I never saw any ticket, but I would have voted
for Patrick Hammil for House of Delegates, had I have gone
to the polls.

BENJAMIN F. SHAFFER, being duly sworn, deposed and said as
follows, to wit:

By Mr. Devecmon:

1st Question. What is your name, age, residence and occu-
pation ?

Answer. My name is Benjamin F. Shaffer, age 26; reside
in District No. 10, Allegany county, Maryland; and am by
occupation a farmer.

2n.d Question. When did you register?

Answer. I registered as a qualified voter, in Sept. 1866.

3d Question. Did you attend the election held in District
No. 10, Allegany county, November 6,1866; did you offer to
vote, was your vote accepted or refused; and whose names
were on your ticket as candidates for House of Delegates ?

Answer. I attended said election, offered to vote, but the
Judges refused my vote, saying that 1 was not lawfully reg-
istered and had not taken the oath; they said this after they
refused my vote. The names on my ticket as candidates for
House of Delegates, for whom I wished to vote, were William
Devecmon, Patrick Hammil, William A. Bryden, John Mc-
Elfish ond George W. McCulloh. I saw a good many armed
men standing around the polls. The armed men I knew were
sons of one of the Judges, Mr. James Chisholm. I cant tell
exactly how many armed were there.
