Deposition No. 21.

JOHN A. GOWER, being duly sworn, deposed and said as
follows, to wit:

By Mr. Devecmon :

1st Question. What is your name, age, residence and oc-
cupation ?

Answer. My name is John A. Gower, age 31, reside in
District No. 10, Allegany County, Maryland, and am a shoe-
maker by occupation.

2d Question. When were you registered?

Answer. In September, 1866.

3d Question. Did you attend the election held in District
No. 10, Allegany County, Maryland, November 6,1866; did
you offer to vote; was your vote accepted or refused, and
whose names were on your ticket as candidates for House of
Delegates ?

Answer. ,Iattended said election; did not offer to vote be-
cause others did not get their vote when they offered it, and
I thought it was no use to offer mine. The names of the
parties on my ticket as candidates for House of Delegates
were William A. Bryden, William Devecmon, John McEl-
fish, George W. McCulloh and Patrick Hammil.

Cross-examined by Mr. Broivn.

1st Question. Why did you not register in 1865 ?

Answer. Because I thought the Registry Law would be
repealed.

JOHN RIDDER, being duly sworn deposed and said as fol-
lows, to wit:
By Mr. Devecmon :

1st Question. What is your name, age, residence and oc-
cupation ?

Answer. My name is John Ridder; 69 years of age; live
in District No". 10, Allegany County, Maryland, and a farmer
by occupation.

2d Question. When were you registered?

Answer. In September, 1866, before Mr. Thompson, in
District No. 10.

3d Question. Did you attend the election held in Allegany
County, November 6, 1866; did you offer to vote, and was
