Said bill was then returned to the Senate.

Mr. Carmichael, chairman Committee on the Judiciary,
reported favorably, and without amendment, the Senate bill
entitled an Act for the relief of judges or other civil magis-
trates of this State from counsel fees, monetary penalties and
costs, which have been or may be incurred by reason of de-
cisions rendered in obedience to the laws of this State, which
are supposed to be in conflict with the Act of Congress known
as the civil rights bill, or with any other Act of Congress ;

Which was read a second time.

On motion of Mr. Nicolai,

(The rules being suspended,)

Ordered, That it be entered upon the Journal of this
House that the remark attributed by the .public papers to have
been made by a member of the Senate during the discussion
in that body on the bill to restore burnt records for Balti-
more county, ''that the bill should pass, because it was en-
dorsed by the Baltimore county delegation in the House,"
could not have been intended to include Mr. Nicolai, a dele-
gate from said county, for the reason that, if he had been
present when the bill was before the House, he would have
voted against the bill.

The Secretary of the Senate returned the bill entitled, an
Act to appropriate twenty-five thousand dollars for the erec-
tion of new buildings and the enlargement of the present
buildings of the Maryland Penitentiary, for the accommoda-
tion of unemployed convicts, and to authorize the Governor
to purchase ground adjacent to said penitentiary and to im-
prove the same.

Also, the bill entitled, a supplement to the Acts of Feb-
ruary 3, 1865, chapter 33, and March 14, 1865, chapter 106,
relative to the payment of bounties to the heirs of deceased
soldiers.

Also, the bill entitled, an Act to appropriate a surh of mo-
ney to pay John W. Brashears, W. W. Quian & Brother,
David Fowler, B F. M. Hurley, Lydia C. Ackworth, D. W.
