The House then took up for consideration the Senate bill
entitled, an Act to alter, amend and add new sections to the
Act of 1865, cnapter 160, entitled, an Act to add a new Ar-
ticle to the Code of Public General Laws to be entitled,
"Public Instruction," providing a uniform system of free
public schools for the State of Maryland ;
Said bill being upon a third reading,,
Mr. Nicolai proposed the following amendment:
Sec. 4. Strike out all after the word "exceed" in line 9,
and insert "eight hundred dollars per annum in the discre-
tion of the Bjard of Commissioners ;"
Which was adopted.
Mr. Buhrman proposed the following amendment:
Sec. 5, line 1, strike out "tax-payers" and insert "legal
voters."
Mr. Hammond moved that the bill be indefinitely post-
poned ;
