Asylum for the Deaf and Dumb of the State of Maryland ;
Being upon a second reading,
Mr. Magruder proposed the following amendment :
"That the General Assembly reserves to itself the right to
alter, amend or repeal this charter at pleasure ;''
Which was adopted.
