Mr. Stirling submitted the following :

"I shall move a reconsideration of the vote on the question
of the adoption of said Report within three days of the date
hereof;"

Mr. Bowie, from the Committee on Internal Improvements,
reported a bill entitled, a supplement to the Act of 1853,
chapter 194, entitled, an Act to incorporate the Baltimore
and Potomac Rail Road Company;

Which was read the first time and ordered to be printed.

Mr. Tome, from the Select Committee, to which was re-
ferred the bill entitled, an Act to incorporate the Cecil and
Harford counties Boom Company;

Reported it with amendments ;

The bill was postponed until this evening, at eight o'clock.

Mr. Trail submitted the following
REPORT:

The undersigned, & minority of the Select Committee, to
which was referred a bill relating to the election of Mayor
and City Council in Baltimore, and which was on yesterday
reported favorably to the Senate by the majority of said Com-
mittee, dissents from said favorable report, because it is in
substance identical with a bill heretofore at this session pass-
ed, and subsequently repealed by the General Assembly, and
it is a well known rule of Parlimentary Law, that a bill onco
rejected, another of the same substance cannot be brought in
again the same session. This being a point of order which
excludes further consideration of the bill, the undersigned
deems it unnecessary to set forth the manifold objections he
entertains to its substance.
