From a careful consideration of the whole subject, they are
led to believe that the probable future receipts from this
source, after the completion by the Baltimore and Ohio Com-
pany, of the road to Knoxville, will not exceed fifty thousand
dollars per annum, and your committee cannot think because
this amount may be lessened or lost to the State, that another
work of such vast importance to the City of Baltimore, and
the peninsular counties of Southern Maryland, should be
abandoned. On the contrary, your committee believe that
from the two sources of taxation, viz; the capital stock of the
road and the increased value of property in this section of the
State, the loss of this sum would be more than counterbalanced.

Your committee cannot conclude without referring to the
numerous petitions and memorials which have been received
from the counties interested, and from the business men of
Baltimore city, showing the deep and absorbing interest they
feel in this work, and their anxiety that no hostile legislation
may be passed, as indicative of the necessity which exists for
the construction of this road, as a means of advancing the
prosperity of Southern Maryland, and increasing the trade of
Baltimore city.

For these and other reasons that might be stated, your
committee have determined to report a bill, herewith sub-
mitted, making the provisions of the charter and contract
more definite, and securing beyond a doubt, they believe, the
completion in good faith of the entire work, and they respect-
fully ask to be discharged from any further consideration of
the subject.
