Treasurer, upon the warrant of the Comptroller, to pay J.W.
Blackburne arrears of salary as Chief Clerk in Tobacco
Warehouse, No. 2;
Which was read a first time.
Mr. Nicolai, Chairman Committee on Corporations, re-
ported favorably, without amendment, the Senate bill enti-
tled, an Act to incorporate the Maryland Metallic and Chem-
ical Company of Baltimore city;
Which was read a second time.
Mr. Carmichael, Chairman Committee on the Judiciary,
reported favorably, without amendment, the Senate bill en-
titled, an Act to provide for the payment of costs incurred
before Justices of the Peace, before appeals shall be heard
from their decisions.
Also the Senate bill entitled, an Act to repeal the 1st section
of Article 43, of the Code of Public General Laws, titled
"Habeas Corpus," and to re-enact the same with amend-
ments,
Also, the Senate bill entitled, an Act to repeal the 232d
section of Article 4 of the Code of Public Local Laws of
Baltimore city, entitled, "Fines and Forfeitures," and to
re-enact the same with amendments;
Which were severally read a second time.
Also reported back the Senate bill entitled, an Act to assist
the Children's Aid Society in the city of Baltimore to de-
velope and carry out their charitable purposes, and asked that
the bill be referred to the Committee on Ways and Means,
and the committee be discharged from the further considera-
tion thereof.
The bill was so referred and the committee accordingly dis-
charged.
Mr Bixler, Chairman Committee on Education, reported
favorably, without amendment, the Senate bill entitled, an
Act to alter, amend and add new sections to the Act of 1865,
chanter 160 entit'ed, an Act to add a new Article to the
Code of Public General Laws, to be entitled "Public Instruc-
tion!" providing a uniform system of Free Public Schools for
the State of Maryland;
Which was read a second time.
Mr. Bixler, chairman committee on Inspections, reported
favorably, without amendment, the Senate bill entitled, an
Act to apportion and divide the fees and charges received and
expenses incurred by the several State guagers of casks and
inspectors of domestic distilled liquors in Baltimore city, in
equal proportion, among the said officers;
