Said message was then sent to the Senate.
On motion of Mr. Clarke,
Ordered,

That the Chairman of the Committee on Claims be and
is hereby directed to issue certificates to persons having
claims for contingent expenses, upon their being certified to
by the proper officers.

On motion of Mr. Phelps,

Ordered,

That from and after the adoption of this order, no member
of this House, until the close of the session of the Legislature,
shall be allowed to speak over ten minutes at one time, upon
any question before the House, and five minutes in reply; and
that no member shall speak more than once upon any ques-
tion, until all others who desire to do so shall have spoken.

Mr. Neilson offered the following:
Ordered,

That the Hall of the House of Delegates and the Commit-
tee Rooms attached thereto, be, during the recess of the
Legislature, under the care and control of George W. Mur-
doch, the present Hall Keeper, to act under the direction of
the Speaker.

Which was not adopted.
On motion, of Mr. Lankford,

The House took up for consideration the bill entitled, an
Act to appropriate a sum of money for the benefit of the
Union Orphan Asylum of Baltimore City;

Said bill being upon a second reading;

The bill was then read a second and third time,

Threee-fourths of all the members concurring!

And passed by yeas and nays, as follow:
