Informally postponed, and made the order of the clay for
Monday next, March 18th, at 12 o'clock.

The Speaker appointed Mr. Williams, Chairman of the
Committee on Ways and Means, and Mr. Israel on said Com-
mittee in place of Mr. Thomas.

Mr. Carmichael, Chairman Committee on the Judiciary,
reported favorably, without amendment, the Senate bill en-
titled, an Act to repeal an Act passed at the January session,
1867, entitled, an Act to repeal the 4th, 7th, 15th and 20th sec-
tions of the 4th Article of the Local Laws of the city of Balti-
more, relative to the qualification of electors in said city, and
regulating the times for holding elections for Mayor and mem-
bers of the City Council, and the terms of, and the time for enter-
ing upon the duties of said offices,and to re-enact the same with
amendments; and also to repeal the 4th, 7th, 15th, 16th, 20th,
26th, 213th and 222d sections of the 4th Article of the Code
of Public Local Laws relating to the city of Baltimore and
the election of Mayor and members of the City Council of
said city, their terms of office respectively, the times of enter-
ing upon the duties of their offices respectively, and to amend
and re-enact said sections; and to repeal an Act passed at
January session, 1867, entitled, an Act to repeal section 227
of Article 4 of the Public Local Laws, relating to elections
in the city of Baltimore, and to re-enact the same with amend-
ments, and to amend and re-enact said section 226;

Which was read a second time.
Mr. Smith moved that the rules be suspended and the bill
be read a third time;

Which was not sustained.

Mr. Gorsuch moved to make the bill the order of the day
for Wednesday;

Which was decided in the negative by yeas and nays as
follow:
