Ordered, That it be entered on the Journal that if Mr.
Ford had been present last night when the bill relating to
swine in the Twelfth District of Baltimore county passed
this House, he would have voted in the negative.
On motion of Mr. Neilson,
The House took up for consideration the bill entitled, an
Act to repeal sections 5, 6, 7, 8. 9, 10, 11 and 12 of chapter
37 of the Acts of Assembly of January session, 1866, enti-
tled, an Act to encourage and facilitate immigration to the
State of Maryland, and enact other sections in the place of
the sections so repealed;
Said bill being upon a second reading, pending which
Mr. Neilson proposed the folio wing amendment:
Section 1, line 2, strike out the word "eleven."
Section 5, line 6, strike out "five thousand" and insert
"three thousand."
Section 6, line 4, strike out "facilitating a direct immigra-
tion of foreign born citizens," and insert "inducing persons
intending to immigrate to come to."
Strike out sections 7, 8 and 9. '
Section 10, strike out to the word "to" in line 6, and
insert:
"Section 7. The Commissioner of Immigration may open an
office at some point contiguous to the landing places for im-
migrant passengers, and cause one of the clerks provided for
in this Act to be in*consfcant attendance thereat, to visit ves-
sels arriving with immigrant passengers."
Section 11,.strike out from the word "shall" in the 2d line,
and insert, "immediately after the arrival, and previous to
the landing of such immigrants, hand to the Commissioner of
Immigration, or his clerk, a full list of all immigrants on
board of such vessel, to contain the names, sex, age and na-
tionality of each individual, and also his or her place of des-
tination,"
Section 12, insert after the word "person," in line 2, the
words "other than the consignee or his agent;" line 4, strike
out the words "on shore."
Which was adopted.
The bill as amended, was then read a second time, and
(three-fourths «f all the members concurring,) a third time,
