payment of a portion of the Fees of Notaries Public into the
Treasury.

Mr. Barle presented the Report of the Trustees of Center-
ville Academy;

Which was read and referred to the Committee on Educa-
tion.

On motion of Mr. Vickers,

Leave was granted to the Committee on Judicial Proceed-
ings to bring in a bill to authorize the County Commissioners
of the respective Counties to provide for the payment of the
Registers of Voters in said Counties.

The Clerk of the House of Delegates delivered the follow-
ing message:

BY THE HOUSE OF DELEGATES,

January 9, 1867-
Gentlemen of the Senate:

We have received your message of the 8th instant, request-
ing the return of a message transmitted from your Honorable
Body on the 4th instant, asking the appointment of a Joint
Committee of ten, an equal number from each House, to
report a bill for the enfranchisement and restoration to rights
of citizenship, to certain citizens of this State. In compliance
with your request, the message is herewith returned.

WM. R. COLE,

Chief Clerk.
Which was read.

Mr. Ohr from the Select Committee, reported a bill entitled
an Act, to add additional sections to Article — of the Code
of Public General Laws, Supplemental Volume 2, title Small
Pox;

Which was read.

On motion of Mr. Ohr,

The rules were suspended, and the bill read a second time.

Mr. Ohr submitted the following amendment,

Add to the end of section 2, line seven, "and the said,
agent shall annually report to the Governor the particulars of
his expenditures and other matters connected with the duties
of his agency;"

Which was determined in the affirmative.
The bill was then ordered to be engrossed for a third read-
ing, and
